Horry County received the most HOA complaints in SC in 2024, accounting for over a quarter of the state’s total. The South Carolina Department of Consumer Affairs reported 117 complaints from the county, with Myrtle Beach residents submitting over half. Many of these complaints were directed at HOAs with property management companies.
Most HOA Complaints in SC: Horry County Tops the List
Horry County once again had the most complaints filed against HOAs in 2024, with 117 complaints. This made up 27% of all HOA complaints in South Carolina. Myrtle Beach led the county with 59 complaints. Conway followed with 16, Little River had 13, and Longs and Surfside Beach each had 8. Other complaints came from North Myrtle Beach (7), Murrells Inlet (5), and Galivants Ferry (1).
The HOA with the most complaints in Horry County was the Myrtle Beach Resort HOA with four. Forestbrook Condo Owners Association Inc. and Jessica Lakes East HOA each had three. Nine HOAs received two complaints, including:

Out of the 117 total complaints in Horry County, 102 were against HOAs managed by property management companies. This means less than 13% were aimed at HOAs without company management. Some companies received multiple complaints, with a few topping the list.
Waccamaw Management received the most complaints in 2024, with 18. These were linked to the following HOAs:
