The bag later blew into the street and contained a receipt with her name on it. The association identified her as the owner and issued a violation notice. The notice described the charge as a warning related to enforcing community rules. It stated the fee was meant to deter violations and cover enforcement costs.
The resident believes the fine was excessive for a first offense involving a lightweight item. She also felt the action targeted minor issues rather than real problems.
Several residents say dumpsters fill quickly and remain overflowing despite scheduled pickups twice a week. Loose trash often ends up in yards and streets. One neighbor said large items and piled trash frequently block the bins. Because of that, residents sometimes leave trash beside them.
The renter said management advised keeping trash inside until space becomes available. She found that direction impractical for daily household waste. She attempted to raise concerns and dispute the charge, but could not reach the association.
