Homeowners claim that the community gate does not close, the cameras are non-functional, and the fence is deteriorating. The neighborhood, still under the control of builder D.R. Horton, was marketed as secure and gated. Residents say that promise was never fulfilled.
One homeowner suggests that the company should address the security features before the HOA takes control. Others agree. A letter from the HOA states that homeowners must pay $750 each to repair the gate and fence. This is in addition to a $600 annual HOA fee.
Residents say the letter gives three options: fix the gate, fix the fence, or do nothing. Either way, the cost falls on homeowners. The letter states property owners are responsible for maintaining the fence, not the HOA. Many residents disagree with this position.
They believe D.R. Horton is avoiding responsibility by using the HOA, which they still control, to shift repair costs. Homeowners argue the builder should fix the issues before transferring the HOA. They say the repairs should not be their burden.
One resident has collected 20 signatures for a new meeting with D.R. Horton. He says only 23 to 25 homes are occupied. Residents claim the company skipped questions in a past meeting and may now be avoiding further discussions.
Windsor Hill homeowners remain firm in their demands. They want the builder to honor the original security commitments.
